It usually does, and it SHOULD be changed. If you got an open box, it could have fallen off, or someone needed it,

You need a new packing/o-ring. They used to come with the filters but JD has gotten cheap and charge extra for the packing/o-ring.

If I recall there's an O ring on the base that the filter can threads onto..

In searching for this, I saw a couple of places where guys had these cast iron filter "cups" crack, something to look into if a new O-ring doesn't seal it.
