What could this be for?

This morning on way to work, I turned into the I-29 entrance ramp and this item was laying in the middle of the lane waiting for someone to drive over it and lose a tire:

I stopped along the side of the ramp and ran back to grab it. Had to wave about 10 cars around it before it was clear to go get it.

Its about 3ft long, looks home made. Rod with a hook on the end and sq tubing for a T handle. The hook only goes a 1/4 turn down and not back again like a fish hook would. I assume fell off a contractors truck or trailer.
 
Similar to the hook you carry on the number tractor IH machines with
fast hitch. Reach down and unlock the catches.
 
Is a good thing it was I-29 and not some other freeway, like I-45 or I-35. It can get fairly heavy traffic sometimes, but breaking down on some highways is almost like holding your life in your hands should you choose to open the door!

I believe there are few other people that would've taken the time/effort/risk to get that, so let me start by saying, "Thank you".
 
Don?t laugh, but I think it may have fell off a dairy truck, we have a huge dairy here with hundreds of hooks like that, they hook the bottom crate
and drag the stack of milk crates around, it?s in St. Paul, see tankers come in from far away, furthest was Idaho.
 
Looks like it was made for your pickup, to fish the things up front to the back when you want to unload and everything rattled to the front.

That would be off a semi and is used to hook the fifth wheel or
trailer slider wheel latches to make them easier to pull and so
you don't have to get under the truck to do it.
 
Jon, that would have been my guess too. I have several hanging in a shed out here. They should be thrown in the scrap trailer, as I haven't unlatched a fifth wheel in 8 or 9 years, but I am a pack rat and can't seem to get rid of things.
 
It?s a homemade hand hole lid tool. Use by fiber optic companies and contractors to get into the hand holes. My crews use them all the time.
