This morning on way to work, I turned into the I-29 entrance ramp and this item was laying in the middle of the lane waiting for someone to drive over it and lose a tire:
I stopped along the side of the ramp and ran back to grab it. Had to wave about 10 cars around it before it was clear to go get it.
Its about 3ft long, looks home made. Rod with a hook on the end and sq tubing for a T handle. The hook only goes a 1/4 turn down and not back again like a fish hook would. I assume fell off a contractors truck or trailer.
