The 9N does not have a "live PTO". You have to be very careful when running heavy inertia implements like a brush hog. Once it is up and spinning
it can continue to push the tractor forward even when you push in the clutch. A lot of 9N operators have crashed into fences because the spinning
rotary cutter continued to propel the tractor forward even after the clutch with pushed in.
 
If you run a brush hog, you also need an "over run clutch" or "coupling" (ORC) that slides over the end of the PTO to stop that inertia
action of shoving you into the next county before it stops. Others with more intelligence should chime in shortly.
 
Hyd pump is in the under side of the rear parts of the tractor and has the PTO running threw it which in turn drives to pump so yes the PTO has top be spinning or you have no hyds due to the pump not being engaged
