I thought it would look look hanging in my work bench biard,

My father used one like this to set the speed on the combine engine. He would hold it in the end of the cylinder shaft and time it for 1 minute then adjust the governor rod on the 12-A John Deere combine.
 
It's a Starrett revolution counter, I have one like it but I don't have the black tip, mine just comes to a point. I think you could put a 1 foot circumference wheel on the end for measuring fpm.

Yes, but you have to have a watch! Since I started carrying a cell phone I quite wearing a watch I have to find someone older that wears one to help me. I still have a flip phone, I guess most smart phones have a stopwatch feature. I take mine to pioneer days and check old hit-and-miss engines.

I called it a wall hanger. By the way @ $9 I could not pass it up. Bet you it still works. 30 + years ago I bought a thingy you mentioned. Look at its accuracy! Those numbers are + or- in R.P.M.S. I will post it if you can't read it.......

I missed you enquiry, but you got the answer. It is used at the end of a rotating shaft, pulley or anything rotating that you can put the tip in the middle of the turning assembly,

I have two of those, one like that one and another similar. Got them in a box of machine tools that was given me! When I was a n electrician in a tire plant we had one to check electric motor rpms.

I don't know which one you prefer. This one I built about 40 years ago. Sets up the fastest, just snap it on a plug wire, read the meter. I use it 90% of the time,

Thanks to all that answered my question. I have seen our field machinists use something that I think works in a similar fashion. It's a box that they set on a steam turbine and the vibrations make the scale across the front vibrate to life and where the scale stops wiggling is the RPM. All of our turbines run in the 3600 range.

That is a vibration type R.P.M. Gauge, also pretty accurate,

If you are asking about the digital one, it's the accuracy in R.P.M.'s

300 to 11.999 + or - 1 R.P.M.

12.000 TO 29.999 + OR - 2 R.P.M.'s

30.000 TO 50.000 + OR - 4 R.P.M.'s

I guess my picture didn?t load ? I like that one you built but I don?t do much with gas engines . I like the one in your first photo or one like this this reads the speed just like a dial
