I found this in a bunch of broken concrete / rubble etc that we use for building roads around the farm.
It's a weight of some kind and there was a small rope through the hole.
It's cast, about 7" long and has a "4" on the side... it does not weigh 4 oz or 4 lbs or 4 kg though.

Any idea what it would be used for?

It is a window sash counterweight. You'll find them in the wall next to the window frame. They make opening the window easier.
 
That reminds me of the movie "Emperor of the North". Two hobos riding Ernest Borgnine's train were riding the structure under a flatcar. Borgning used a lowered a weight on a rope between the cars and let it trail under, bouncing on the ties. He worked it side to side letting out with each sweep. Great scene.
 
As you know by now. It is a window weight.

They make great little canoe and small boat anchors.
 
They work great to open and close your windows untill......the blasted rope breaks. Need to tear the window apart to retrieve the weight and put a new rope on. Windows don't work too swift without one!
 
There was a story I was told as a child of an old local miser, who upon his death his fortune was not found. Family dug up half the farm only to find nothing. When the house was demolished it was found to contain sterling silver sash weights.
