What is this tool ?

Mom and Dad went on a road trip last week for a few days to Sugar Creek, Oh. They usually go twice a year and bring back old tools ect for us kids. My brother got an old dinner bell, my sister wanted an old pitcher pump they bought and I ended up.with this. Not sure what it is. I was thinking some type of clamp for holding a saw when sharpening it. It has no markings or symbols.

Yes--it's a handsaw sharpening vise. Dozens of different styles and makers, but the one shown is pretty common. I've got several and they do come in handy occasionally, both for their intended use and even for holding sheet metal while I'm bending or otherwise working with it.
 
I know it's for handsaws,but I found that tool to be the best thing ever for sharpening chainsaws.I have one clamped to the bench in the garage,I can lean on the file and every stroke actually cuts.No energy is wasted trying to keep the saw from walking off,tipping,or twisting while filing.Better than slicing a groove in a stump to work in.
 
I have a couple things that look a lot like that. Mounted to a board and without the c-clamp part. FIL told me they were for making up flat belts but I never saw it done and don't know how to use them. No pictures.
 
I thought it was for a saw at first, but if you look at the jaws of the clamp it seems like it would bend a saw blade. I have never used one so I have no idea.

That was my first thought. Second look it does not to be. Most lacers I have saw had two handles or were built much heavier.

For people that do not know what a Belt Lacer is.

It's a tool used to clamp the "hinge" to flat drive belt used on old machinery when making splices to repair a belt or when making up a new one.

Instead of using bolts to splice a belt together like they do now days to put conveyor belts together.
