I helped in cleaning out a small shop after the owner died. We found a tool of some kind I am not familiar with and I thought of here first.
The owner was a retired master machinist and had a small machine shop in his garage after retiring so he had about everything you could imaging. This tool is a Wilkins brand. The plunger in the end is spring loaded. The threaded part will screw all the way out. Body is about 3" long and about 1" diameter. (I guess I could go out to my shop and measure it) The only wear marks is on the large end.
