What Is It- Tool

I helped in cleaning out a small shop after the owner died. We found a tool of some kind I am not familiar with and I thought of here first.
The owner was a retired master machinist and had a small machine shop in his garage after retiring so he had about everything you could imaging. This tool is a Wilkins brand. The plunger in the end is spring loaded. The threaded part will screw all the way out. Body is about 3" long and about 1" diameter. (I guess I could go out to my shop and measure it) The only wear marks is on the large end.

I agree.....he did a really nice job of it!
 
looks like a spring punch for marking parts for holes

It screws out to resize the tip(pending size of hole needed to work in, then locks down with the nut.
 
I'm going with the the other comment, made by Mr. Wilkins for a quick gauge or whatever. I have many tools purchased from retired toolmakers with their name on it. Some of them I knew well. I get a good feeling using them.

You can see the mill marks on the surface.
 
Setup stop for establishing a reference location. Screws into a fixture then is adjusted to a location and held by the knurled ring. The spring prevents damage from overtravel. Jim
 
Looking at some of the Wilkins items I am wondering if it was part of a pressure regulators that allowed the pressure to be changed and then locked in place.
