I know it is a small jack of some kind, but specifically what is it used for ? Thanks, Ellis

Old style bumper jack for cars and pickups with serious bumpers. The Y shaped piece went against the axle, the foot pad sat on ground about halfway between axle and bumper, and the hooks on the crank tube went behind the bumper using whichever hook reached. Originally for GM products in the general area of late 40s to early 50s. I have used one, and they work, but the bolts holding the bumper had better be good. No danger of vehicle moving forward or backward and sliding off jack, the jack just slid with it.
 
I've got a couple of those top screw bumper jacks....never seen one with that axle brace thingy.

Had something similar but without the angle thingy. It was to support the socket extension bar when using a big breaker bar to remove the lugnuts on our Greayhound bus that we converted to a motorhome. different support notches as you went around the wheel.
