What wasthis used for?

I am trying to figure out what this long handled screw driver handle with the weird end was used for. It is a Proto # 9810.

It appears to have started life as a big screwdriver.

It is similar to my brake spring puller but wider, so I would say something similar but more specialized.
 
Dad made one very close to that to pull oil seals that were just a little too far in for conventional pull tools. Works pretty good.
 
Looks like it's a screw driver converted to a special tool. I have a smaller similar one ground to remove the main jet from a P220 Onan engine with out removing the carb. or exhaust shrouding.

I googled that Proto number, and it was just a conventional flat-bladed screwdriver. So someone has modified it for a special purpose.
