Tool for use with auto body shop "frame rack"?

Looks similar to the pair hanging in the center of the board.
 
Were those ever used for shipping cars and trucks?

When I was about 8-10 years old we lived near a train "depot" where they unloaded four or five rail cars worth of new cars and trucks shipped by rail. The guys unloding them would throw binders into one wooden box and something like the device shown into another. Once in awhile they would leave a couple laying around when they finished. We were always to scared to take any of them for the guy that "ran" the depot was a rough ole guy that cursed a lot and seem to hate anything or anyone within sight..
 
Dan, my grandpa had a saying for guys like sjh. He'd say: Man that feller knows it all....bet he was around when they put the salt in the ocean. Haha
