This tool is about 14" long. The blade part of the shank is about 4-5" It appears that the bottom could be sharpened. I'm not sure if it is some form of a gouge for wood working, or something used to make leather goods.
I'm clueless.

It's a Babbitt bearing scraper. After you pour the bearing, you scrape the high spots so the bearing surface has an even wear surface.

Loren I was going to guess a tool to work over a horses hoof for shoeing, but the brg scraper makes perfect sense to me.
 
I have scraped a lot of bearings I have poured. Never had a tool to do it. Except what I have made.
