Roof top sewer vent frosts shut

Anyone use heat tape to keep roof top sewer vent from frosting closed? The vent pipe is 4" plastic.

It is only 20 degrees F below this morning! This is in Ottumwa Iowa. Wind chill is -38.
 
Put a larger and slightly taller pipe over it with screws run through it til they clamp it to the smaller pipe, similar to how a christmas tree stand works.
 
A length of copper tube, 3/4 or 1" with a tee and 2 side legs to keep it from dropping in. Set it in the vent pipe and the copper will draw enough heat up to keep it open.
 
When it warms up enough to deal with it you might put a cap on it.

I imagine the problem is from the warm, moist air going up the vent pipe, and then when it hits that -20 stuff, naturally it freezes. I think that a heat tape would fix the problem just fine.
 
Do the copper tube thing as suggested.
Make the tee at top wide enough that it will not fall into the vent no matter what.
Make the vertical leg down as long as possible.
The warm air down there will migrate into the copper itself and stay in longer and migrate to cold. But not so much as to cool off and freeze like the vent pipe exposed to the weather so much.
 
Here in Maine, Locally at least, we have been painting them flat black and the sunshine does the rest. Works pretty darn good! Also, keep the snow shoveled away from around it.
My 2 cents.
 
I had that problem once when I lived in Wyoming. Mine was a 2" pvc sewer vent. Eventually found the pipe broke behind the wall letting warm air into the pipe.
