I do not know if it has a proper name. Around western NY I have bought and sold them as axle nut tools for wooden wheels.
 
Don't believe they had metal banding back in those days. I have one that came in a box from auction long ago. Never have tried to use it, but seems like sjh may be right about it being for holding nuts (like on wagon wheels). Not sure I'd use it on pipe as the jaws are smooth; seems like the pipe would simply spin. Looks interesting, and I 'do' hope to play with mine some day and see if I can find a suitable use for it. If not, I'm sure the wife can find something crafty to use it for.

The moveable handle is supposed to be sharp and it digs into the pipe.
 
Look like pipe tongs that borrowed off neighbor along with his slips when pulled pipe out of well to put new leathers in cylinder.
 
My parents owned a hardware store for some years and we still have a couple catalogs from the mid to late 1800s. Normally I would look it up but visiting granddaughter so no can do.
