What is it?

Or, what are they? I bought a load of irrigation pipe today and the guy gave me a box of tools that his dad had given him. I know what most are, but these three things I have not seen before. Not sure if they are complete....

think that long thing with the hooks is a type of balance beam scales - steelyards?? think a fat weight should also be there...
can't make out the other items.

The thing with the dial is a dowel cutter. Made for rounding the ends of things like chair rungs. It should have a cutter and a screw in the center of the bottom that you can loosen and move the "dial" to whatever diameter of dowel end you want to make. I have one just like it and use it occasionally, running it with an old bit brace, to make things like broom handle ends. Larger thing is, as mentioned, an old scale balance, and I can't make out the third thing.

Yes there is a big fat weight in with the stuff....

The third little thing looks like a tire tool, but I've never seen the serrated insert before. Possibly it is supposed to sit stationary on the rim while you spin the tire on?

It has a handle with a triangular shaped metal blade on it, the serrated part appears to be where you hit it with a hammer...one on each side.
