It looks like a valve wrench to me. Use on the round hand wheel to get more leverage.

Yup, valve wrench. Operators hid them in every place they could find around the turbine building.

Yep valve wrench. I buy them buy the case at work. They seem to grow legs and walk off.

Don't know how it got it's name, but where I worked they called them "Rollicking rods". We had some that were 6 feet long.
