Found this in FIL's old stuff. Any idea what it's for? About 6 inches high, a wire ring is cast into the depression. Half-round groove runs down the side and tapers out. Something a blacksmith might use?

Anything stamped on it? It strongly resembles the scale test weights that the NC Ag guys use to test scales with. Their truck is loaded with all different sizes of weights shaped similar to that.
 
If you would google "cast iron horse tethering weight" you will find many pictures of things similar to yours. Probably used to tether the horse (and buggy) when there was nothing nearby to which the horse could be tied. I have a few of them.
