Signaling Help

Frist, I welcome any suggestions as to another or better place in or outside, of YT to post this quarry. I need to signal via an on-off float or pressure switch; when cattle tank level or water pressure reaches a preset minimum level. My first chose is to use a wireless system with a five-mile range. Second chose is a visual system, electric signal light or mechanical flare, observable at one-half mile. I am seeking design suggestions and help to accomplish this. A 12-volt automotive battery will be available to supply power for the mechanical or electric signal. Thanks for all help.
 
If all you're needing is to know when the tank is full so you can turn the water off, it might be easier to set up a float valve that you could leave on.

How far is the tank from the water source? Do you have to worry about freezing in Winter?
 
I'm thinking a visual system.

Use a capacitive proximity switch to detect the water level, combined with a strobe type light, like would be used on a fork lift, would give a low amp draw system that would not be affected by frozen water.

You would need a solar charger, but it should keep up with the demand.
