What is this for?

Father in law has a whole box of these new hooks marked Vulcan HH-2. Any idea what they're for? I can't find much use for them with just the straight shank on them.

Vulcan's a well-known hoist company. While it's hard to tell without seeing how the straight shank is terminated, if I had to guess, I'd say they're meant for a hoist lift assembly. Link below is a similar setup from Grainger.

With the word/name Vulcan, makes me think it is either made of rubber or has a vulcanized rubber coating.

As for the straight shank, is there a groove near the end? Maybe a threaded hole going into the shank?

Might also be for some sort of finishing line where parts hang from the hook while the shank is held by friction, allowing the parts to go around the carousel , yet be removed and handled quickly.

...No other ideas here. If they weren't painted, I'd guess maybe they were incomplete, but this one is definitely curious. Any idea where your FIL got these? Does he have any ideas?
 
FIL got them in a box lot at an auction for
a buck. He has no idea what they're for
either. Must be 15-20 of them. Just a
solid round shank. Nothing on or in the end.
 
Hook as part of a swivel. This set-up works well to load logs with an excavator. Just hook it on the bucket.
