What is it?

Got this in a box from a sale. It is 17 inches across, very well made and has no letters, number, or markings at all. The center ring is fastened at the three places where the hooks are so they are fixed in place. Any ideas?

I will have to ask my son in law or daughter (both band directors in high school), but I think I have seen something like this around the drums. More later if I find out.

Not quite right for embroidery... those wood rings fit closely together to hold the material in place with a tightening screw in one spot on the outer ring.
