Consider these two pullers, both built with pride in the PRC. The one on the left is a hub puller (it does), while the other is intended for pulling windshield wiper arms (it doesn't).

What is the purpose of the nut on each puller? I have no idea; if I had to guess I'd say the nut is there to chase damaged threads, but that seems unlikely.

In the instructions with one puller I had it said to tighten nut down before striking end of pusher bolt. Guess to protect the threads from shock. I never have but I guess that's the idea
 
I agree.

Tighten the bolt. Tighten the nut. Only then hit the bolt head with a hammer.

Some wipers have a nut on top, with a shaft sticking through.. It would work on those, but not the closed top wipers.

Wag your id all you want, but it's marketed as a wiper arm puller and that's what the packaging said. On the other hand, it couldn't work any worse for pulling battery terminals than it does pulling wiper arms.

OK, that makes sense. Neither of these fine tools came with instructions. I have a number of old pullers that I've beat the heck out of, and none have a nut. Or have needed one. But I can imagine these Chinese cast (iron?) wonders wouldn't take that kind of abuse for long.

That's what I tried it on, but the opening at the base was too small to fit around the arm. 14 bucks down the drain. Someday someone will pick it up for a nickle at my estate sale, and think they got a heckuva deal on a battery terminal puller. Only to find it won't work on their Prius Mark IV.
 
I have the wiper arm puller and I've used it for something but don't think it was a wiper arm. I would expect the nut on the other one if the bolt was drilled for a slide hammer which it's not.

The opening at the base was engineered to be too small to fit around the arm of the closed top style of windshield wiper to prevent damage. Being too small to fit on the other style was simply collateral damage. Beta testing products on unsuspecting purchasers is a marketing concept the Chinese have found to be lucrative.

i have a wiper arm puller here at the shop. it does a pretty good job by itself, but if you get one that is really stuck, i use a butane micro torch to gently heat the wiper arm with the puller attached. dont try and kill it cherry red, just some gentle heat and a few taps and most will pop off.
