What you got there is a device for grinding sickel mower knives on the bar, you could clamp it to the wheel of the mower and do'it in the field if you had to. Made for mccormick deering mowers.

The device actually clamped onto the wheel of the wower so that you could take the cycle bar out and sharpen the sections right there in the field. I have one of these and it works very well, as you crank the grinding wheel gear moves back and forth so on the section it does all the surface..interesting tool !

Trouble with any of those devices is they are old school. What I mean is they are only for smooth edge knifes. If you try to sharpen serrated blades it totaly screws them up. Someone did that to my Gravely sickle bar. Had to totaly rebuild the unit. Nice old toy though.
