Is it a string holder/dispenser?

I've seen some unique old ones on ebay. Put the ball of string inside, then pull out what you need and cut it off.

Looks right to me. I recall seeing those in the old groceries, hardwares and dry goods stores. Back when stuff was wrapped in brown paper and tied with string. No grocery bags back then, much less plastic...
