Possibly a step for a wagon, tractor, truck.

Mounted upright and around the opposite way from where it is at the moment it then looks a lot like something to scrape mud off boots .

It's configured like wagon/buggy steps. I'd say it was desighned to prevent a muddy foot slipping off. Other than being specialized for muddy conditions,it's also special because of being hammer welded together.
