I been ruminating on this. On ebay there are small enerpac lifting rams that could be adapted into a die to open the tube. If the dent is not to large maybe even a wood plug cut to the correct diameter and length with a taper on it could be drawn through the tube. http://www.tooltopia.com/lisle-17350.aspx Here is a nifty little kit you can go to 5 inches. Funny how this works, I have been thinking of this also. Here are some of the thought I had.

1. Take and modify or make a scissors jack with shorter arms so you can get the mechanical advantage you need.

2. I wonder of a couple of splitting malls could be put between two pipe or cylinder liner halves to "wedge" and give you the force you need. You would need rods from each end and it would be hard to control the position.

3. Hydraulic actuated wedge kinda like a woood splitter.
