Blue trailer

I bought a small Blue twin axle 10000# trailer, 10' x 65" was wondering who may have made it?

Photo is too blury to tell for sure, but looks home made with ag axles to me. Does it have brakes?
 
Title on trailer? depends some on state laws-and you didn't say what state. Wisconsin is title optional on under 3000 pounds trailers- also brakes and plates. I have a small trailer that goes into Illinois and Iowa that has a title and plate as homemade, other local use one doesn't have plate, title, etc. Other loopholes for some states- farm trailers exempted, some boat trailers, some equipment trailers. Your shorty likely a bobcat or skid steer hauler- is it under 14 foot?, another loophole possible. Manufacturers VIN and Id plates vary- industrial standard with out force of law had side rail just back of coupler as a first, then right side of frame just in front of about where spring shackle bolted or welded on, then maybe left side front or back of shackle area. A few had stamped in info under frame close to shackle, can't see them unless you get underneath or use a mirror- large expensive trailers that might get stolen. Take a look those places, might find some numbers stamped or old plate covered with paint. RN
