Hello ldj,

A rosette weld is an aviation term, and it is a tube inside a tube. Outer tube with holes, whick are welded
all the way around,

A plug weld is often used when joining tubing with a sleeve inside drill a couple holes and plug weld onto sleeve. Some might say a plug fills in and a rosette sinks in the hole not as flush but in most welding books they are exactly the same weld.
