Hello,

My house electric service ground as of 2003. There are two, one is to the right of the service entrance to the house. The second one is on the left of the picture. With tree new poles, and all has been well,

How is anyone going to trip on it or cut themselves when it is right tight up against the wall like that?

A kid would have to barrel headlong toward the wall to even stand a chance of coming in contact with the rod, and if he does that he's got bigger problems than the cut he'll get off the rod. Concussion, broken neck, etc..

To trip over it someone would have to be intentionally sliding one foot along the wall. If they are, they're walking like an idiot, and deserve to trip and fall.
 
I would bump those every time I mowed the grass. Moving them out and burying them would be a good idea even if there are no building code requirements for that yet.
 
Despite your misunderstanding of safety ,the entire rod should be buried and not protruding out at all . It is a ground rod.
 
Personally, do not believe that placement beyond the eaves achieves anything as the dirt will absorb water from the surrounding ground, if not then water mitigation for moisture control in foundation/basements is useless. Additionally, code may dictate whenever two driven ground rods are used for the same panel the rods cannot be not be more than six feet apart and tied together with a buried copper wire of appropriate size.
