What is it?

I saw this tool in the photo at a hardware store, I asked them what it was and no one knew. Anybody on here can tell me what it is and what it's used for

I think its where the blade is connected on a hand scythe.

Yes it is the metal part of the curved handle of a hand sickle or sythe. The wooden part is called a snath and in some localities the complete unit is also called a mowing blade.
