what is the wrapper color have to do with sub c nicd batterys white green yellow does it matter is one better than another as long as they have 1.2 v and the rating of 1700 and what does this mean is more better

As far as I know the wrapper color makes no difference. Sanyo uses yellow, Panasonic light green. I've seen no-name that use white, green, orange, purple or blue wrappers.

The mAh rating (i.e 1300, 1700, 2100) is the capacity in milliamp hours. It does give a relative service comparison. Bigger means in the same service it will last longer. But will also take longer to recharge - all else being equal.
