The same has occurred regarding the tail wheel dragging and digging into the ground. I would think one manufacturer would come up with a tail wheel ball where it
would roll 360 degrees and roll vs. drag. I noted some suggestions regarding angle, adjustments, etc...which are helpful but honestly farm land is not even, flat, and
so adjusting might work for one area but not another. A rotating ball would accommodate bumps, inclines, and a host of variances without tearing up the area one is
cutting.
 
I never had a tailwheel that didn't rotate just fine. Keeping it greased is important, but other than that they are trouble free, is yours bent possibly?
 
Bingo.

It's a castor wheel. significant castor is required for proper operation.

Those that do not properly rotate, drag, etc., have insufficient castor, nearly always caused by impact damage, usually by backing into an immovable object.

I have a Woods 5 ft bush hog and the wheel rotates perfectly . I grease the spindle and the wheel as well. It's always doing its thing when I mow and I seldom watch it.
 
and possibly bent by hilly terrain and a top link that's inflexible -- forcing the rear wheel to bear the weight of the tractor when it rolls into a "dip". Other than picking the mower up, that top link serves no real function in the mowing process -- we're using the flexible top links (sometimes those found on some brush hogs dont flex enough). Neighbor made his with a Chain-short pipe-Chain. Plenty of flex and no more bent back wheels...
 
Here's one I fixed for my son's mower. The vertical rotating parts are the front hub and spindle from a '68 Ford pickup.

That looks good. Should never have to worry about greasing that one. I also use what I have around to make something work. Just have to remember what it was originally from. Well done.
