My neighbor gave this old tiller to me. When I attempted to remove the gas tank, I needed to remove a spring that I thought attached to the governor arm. When I went to reattach it, I could not find a hole in the governor arm, to put the end of the spring into. Now I do not know where or how it attaches to. I can get it started, but it wants to run WAY to fast or go to slow. It is obviously not hooked up correctly. I downloaded a manual, but it did not show it. I looked at a parts diagram, but the carb diagram did not show it either. Anyone with a suggestion? The rear attachment is correct, it is where the front of the spring hooks to that I am need to know about.

I can't help with that particular engine, but a little governor theory...

The spring will go between the governor arm and the lever the throttle cable controls (where you set the desired speed).

There will be a direct link from the governor arm to the throttle plate on the carb. Inside the crankcase there are spinning weights that actuate the governor link.

The weights want to push the throttle plate closed, the spring wants to pull the throttle plate open.

The tighter the spring is pulled, the faster the engine speed. It is a constant balancing act.

If you can envision what is happening, you can determine what needs to be done to make it work!
 
I thought the lever that controls the governor, would have a hole or detent for the spring to attach to, but I do not see one. I have the spring looped over that arm, but resulting engine throttle speed indicates that I do not have it placed correctly. I have sworn that it is attached where I pulled it off of, but Something isn't right.

Not that I remember to do it that much but those new fangled cell phones with cameras are real handy to take pictures of stuff before you take it apart, particularly handy it you're replacing something with a lot of wires or hoses attached to it
