Tool identify?

A while back I got these thrown in with something else at an auction. I don't know what they're for. They have slight concaves in the ends and locking notches in the shanks.

A gasket punch or leather punch has to have somewhere for the plug to go not a concave end. My money is on rivet tools and for some machine as you can see the ends are not all struck and notice the notch in each one.
 
Look like rivet sets, but I don't understand why they have flat-sided, tapered shanks. They don't fit a standard pneumatic rivet gun.
 
I agree with the rivet tool for a machine and the flat would be to get close to an edge. Maybe an old time cobbler?
