It looks like a garden hose would attach, but threads are too course.

Looks like it may be something from Holman-Moody shop in Charlotte, NC with the h m letters on it. Possibly marine application?
 
Looks like the can in the cleaning kit I got with my SKS Russian rifle years ago,I think there is a divider inside and one side is for oil?,the other for solvent? Looks like your caps are missing.Mine also had letters on it.
 
I have one like that with a single cap part which came with the Mosin Nagant 98/31 I have and is part of the cleaning kit
 
That's an oil can for a Russian or Soviet Union-type military weapon. One side had oil, the other a solvent. Used to be very common in Communist bloc countries using Russian or Soviet designed weapons. Maybe still are common for all I know. Lots of different designs and markings depending on which country produced it. From the metal construction and the markings that one is probably from what used to be Russia or the old Soviet union.
 
If there was a divider between the two, it's gone. Is this a worthless item? guy gave it to me, most likely I'll send it to the recycler. geo
