This 1947 Farmall H has a crank but the part that engages the lower pulley is stuck and is very close to the lower pulley making it practically impossible to change the fan belt. Any ideas on how to get it "unstuck"?
Also the throttle lever is pretty worn and won't hold in the "teeth" like it is supposed to. Any idea where to get a new one?

I don't quite understand what you mean about the crank, but you can order a new friction throttle right hear at YT. I ordered one for my M Farmall 'cause I much prefer a friction throttle to one with teeth.
 
I have had those hand crank shafts stuck. Put a lot of oil on it and take a hammer and tap it to break it loose. Keep working on it until it moves freely.

Copius amounts of penetrating oil. A pry bar can be wedged between the engine pulley and the stuck crank apparatus, but be very careful to not damage the engine pulley. If you can make it move at all, then use a hammer on the shaft that sticks out in front and drive it back. Keep alternating with the pry bar and the hammer and be generous with the penetrating oil. Eventually you will win.
 
Not sure about H but the M and 450 have a zerk and after you get it free keep it greased you won.t have and problems.
