Could someone please tell me what this is?

I have one similar to that. I call it a straight hoe. They are great for taking old asphalt shingles off a roof.

Not quite sure how long it is , hard for me to tell , but could be a tool used to peel bark off logs, experts will be along shortly !

That's my guess too, I had one similar for peeling cedar posts. If the steel collar was bigger and slid up and down it might be for breaking tire beads.
