Guessing a "set up to drill into a pipe"??

No idea what it is. Can you loosen the bolts in the ends? If so, do those small pieces move around, and if so how much. I ask because it almost looks like they would come off if the bolts(?) were taken out.

Like I said, no clue, but it does look like something to help guide a drill bit into something round.

Hey Wayne i saw on a Craig's list up here the perfect semi tractor for your friend and is speced as a lowboy tractor and it has a winch on it Cat powered on the upper end and 18 speed . in a Pete Day cab . Listed on both Youngstwon Ohio and Cleveland Ohio Craigs list . Just a FYI. for ya.

Thanks for keeping an eye out. Thankfully he found a nice KW outside Danville last Thursday. We spent Friday and Saturday getting everything ready for him to use on Monday morning.
