Recognise This Tool?

My Mother said that my Great Grandfather made this tool.
She didn't know what it was for.
The writing on the handle is by my Grandmother, but it doesn't look like any old fashioned can opener key to me. I remember those from when I was a kid and this doesn't resemble them.

Anybody recognize what it might have been for?

Dave if I were you I would not ? Grandma. Take a couple more pictures of the cutting head and post them. I think I can see how it works but better pictures of the cutting head will confirm it.

It's a can opener, set one of the blades on the top edge of the can at a 45 deg angle and force it down into the can all the way then pry up cutting the lid open, then advance the blade forward and pry up again, continuing all the way around the top until the lid can be flipped open.
 
I doubt the thing ever opened a can. Being from the 1899 era it is probably a tool used in harness making. It doesn't look hand made.
 
I remember as a kid that there were a lot of cans that had the Zip Strip in the middle of the can, and most had a little "key" that you wound up the strip onto; but there were a lot of cans that didn't have a "key" . That tool could have been made for the keyless cans and when the can was opened, you just slid the coiled strip off the tool.
 
Looks a lot like a leather skiver. When harness or saddle leather is cut from a hide, it has sharp edge. A skiver is run on the top and bottom of each cut to radius the edges so they aren't sharp.
