These look pretty simple to make for a EVAP system test with smoke.
Just a new paint can with lid, 1PSI regulator for air inlet, 12 volt heater and outlet hose.
They use baby oil for smoke.
Never messed with glow plugs, but could that be used as a heater to get the oil to smoke?
 
Yes, you can also use a wick from an oil lamp with nicrhomwire wrapped around it. Be advised most auto makers and experts recommend not using shop air, but use nitrogen or an inert gas for pressure to prevent the possibility of an explosion or fire due to oxygen rich atmosphere in the tank and evap system. Please research carefully before you procedd and be careful.
