Found this at a sale. 18 inches long, the center rod slides in and out, with a round concave piston at the bottom.

It was used to give large pills-tablets to cattle you put the pill in the end then placed the device down the animals throat and pushed the plunger.
 
It is correctly called a balling gun and used to administer pills to cattle as answered by others. If you do not mind getting your hand dirty, you can reach into the first stomach with your hand and drop the pill without using the tool.

Thanks everyone, you learn something every day. Must be big pills, as the end is the size of a US quarter. Or do you wrap the pill in some kind of wadding?
 
Yes the pills are very big. They will fill the whole tube. My dad use to push the pill in then slap the cows face to make her swallow. If he didn't slap her sometimes she would spit the pill back out.
