What are you painting? The more preparation you can do the better. I have good luck with rustoleum primer and top coat.
 
Good paint isn't cheap. For dump bodies and trailers I use rustoleum and plan on doing it every few years because those get pretty abused. POR is for minimal surface preparation and needs a top coat for UV protection.
 
Por is for truck chassis and other places that get little sunlight. For other applications it's needs to be painted over for uv protection. My favorite paint that balances cost and durability is John Deere paint from the dealer. It's available in many colors and sprays or brushes well, the buff primer will stick to just about anything, and none of it will break the bank. I even painted my pickup with it and it looks great.
 

If you use a phosphoric acid rust converter first you can use a lower priced paint. Rustoleum will neutralize very light thin rust, and cover real rust so that you can't see it while it keeps working.
 
I have had good luck with the black paint sealing the surface as advertised
Tried the silver one time and it rusted underneath real bad and finally lifted off
