I've had this lying around for years....I have no idea what it was used for although I'm guessing something to do with spring removal and installation. Looks a little too sophisticated for use on brake springs. NYE Tool Company 851-7"

It's not like any saw set I have used. I also Googled "saw set" and none of the ones pictured were like that.

Interesting....the Kraueter version appears to be [u:1183806d60]exactly[/u:1183806d60] the same including the number imprinted on the tool.
I have picked up several Kraueter pliers and wire cutters over the years and have found them to be high quality tools.

I went through the info in your link but did not find any reference to the brake spring pliers.
However, it appears NYE made a full line of plumbing tools akin to Rigid's tools.
I have a collection of various Rigid pipe wrenches from 6" to 48" but have never run across any made by NYE in all my many years of visiting garage sales and flea markets.
I would certainly like to find at least one NYE pipe wrench for my collection!!
Although I had dismissed the thought of my tool as a brake spring tool, apparently that is what it is.
