I have a flatbed equipment trailer with two I believe 7700 axles Last time I used it I glanced back and noticed front right was leaned in pretty good. I stopped and unloaded the tractor and tried to move the tire. It wouldn't move. The tires on that side are worn badly on the inside. I Had just had it up in the air to work on the lights, and saw nothing wrong at the time. I have in mind to replace the axles, as they don't cost that much, and put a new deck on and get the frame blasted. HOWEVER, the time just doesn't appear to be coming anytime soon. Is there anything that would cause this lean other than a bent axle? There is no indication of a bend inward of the backing plate.
 
It is either a bent axle of bad/loose bearing, jack it up and see if there is wobble in the bearing.
 

I unloaded the tractor so that I could push-pull on the tire to check for loose bearing. Has worked for me before, at least.
 
If there is no obviously loose bearing then the axle is bent. The most common reason axles get bent is
from a worn out suspension or bent spring allowing the axle to hit the frame. Measure from the axle to
the frame, you should have at least 3", if not start looking for why not. Just changing the axle may
leave you with the same problem soon after.
 
I bought a 20' flat bed tandem and used it for a couple of years before discovering that the u-bolts on one end of the axels only had 3 nuts and they had never been tightened only just started on.
