I won't say there is a standard there are many different size tapers for tie rod ends. You will have to measure yours. You would have to have a lathe and turn a bushing. Then turn the ID of the bushing to that taper. Then bore out the old taper on mill to the OD of the bushing you made and weld in the bushing. At least that how I do it.
 
to cownman's point - you can drill a hole and use an adapter - but instead of making one, just buy one. See link for example.

For ten bucks, you could save a whole lot of work and tooling.

While I looked for that picture, I read that the most common tie rod tapers are either 1.5" of 2" per foot. If that helps.
