battery charger testing

I am not overly intelligent when it comes to electronics and their components.

So I picked up a battery charger that had the clamp wires damaged (cut and clamp run over) and missing a wheel, but supposedly charged peachy before it's mishap. I bought new cables and got them installed. Didn't need it at the time so put it away. Went to use it the other day and when I put the clamps on the battery the gauges didn't do anything, but I turned it on any way. Let it go for An hour and the machine hummed away. After an hour I took it off and put it away. The next morning I tried to start the car and it barely spun fast enough to charge. So did I not put it on long enough out is my machine not working? How would I test the machine? I have a voltage tester, but not a super fancy one (but also not a harbor freight one).

Hook the charger up and before turning it on read the battery voltage then turn on the charger and read it again. Depending on the state of charge wit the charger on should read at least 13V or more.

Clamp your meter to the battery terminals and check the voltage. NOW put the charger on the battery and see if the voltage changes. If it stays the same the charger is not working. You can also check voltage at the charger terminals as well, and see if you are getting any voltage out.

FWIW, I have a craftsman battery charger/starter around here that the amp guage has never worked on. It is about 35 years old. Works fine, but that guage has never worked. It has always driven me nuts, but you don't think about it unless you wheel it out to the tractor. Then you have bigger worries, so it has just always been that way.
