Someone was telling me that if you run a battery totally dead before you recharge them you will have a stronger battery and it will last longer. Is this true or just a old wives tale.

That it true if you have NiCad's. Totally discharge them to zero voltage, before recharging.
Look at the picture, there is a wire soldered between the plus and the minus terminals. That pack it totally discharged,

As others have stated, NiCad needs to be deep cycled to avoid getting "memory effect". NiMH is much more forgiving and requires less cycling. Lithium Ion has virtually no memory effect and should be stored fully charged.
 
they are NiCad's so when they get low it would be OK to put them on the flashlight and run them totally dead before recharging?

For nicad battery yes, when I used to race rc cars the battery charger had a discharge switch on it to discharg the battery before recharging it.
 
I've never done any special with NiMH. At end of day, reguardless of charge in battery, I just put them in charger and top off. Oldest one is a 2007, still going strong. NiMH are the least expensive and rated at 3000 ma-hrs. Do the same with LI-ions.
