I posted a long explanation on the truck forum for you. here is the short version.
Sub C NiCad battery cells have 1.2 volts per cell.
you said 13 cells per pack? 13 times 1.2 volts is not 18. An 18 volt battery pack will have 15 cells. WHY 15 cells..... Do the math. Here is a picture of a 18V Dewalt XRP battery pack. I just put the cells in so you can count them,
