Of all my tools I understand this one the least. I have a Dell desktop and use a VIZIO tv with a 16"tall by 28" wide flat screen as a monitor. The Gremlins got into it a messed up the picture size. The picture used to fill the screen, then all of a sudden the picture was big enough to fill two screens this size. It's been slow and having other problems so I decided it was time to start over. I reinstalled Vista Home Premium and now my picture is full top to bottom but lacks about 3 inches on each side. The question is how do I make it fill the screen again. Is it a function of the computer or the TV? Please don't waste my time and yours telling me to get rid of Vista because it's so bad. It works fine for what I expect from it.
