I've seen them. I think they slide into a channel for suspending large conduit or pipe. The bolt goes in from the other side. The spring goes to the back of the channel to hold position and the grooves engage the legs of the channel when tightened.
 
Mike has it. They go in enclosed or nearly enclosed square tubing used to hang conduit. The spring keeps the threaded block against the hole without you helping it. The block is shaped that way so tha when you tighten them they swivel and lock into the square tubing. One of the neighbors worked for the phone company so there's a million of those on everything here. Lots of that open sided square channel as well
 
Also, we use them to slide in channel that is mounted in compartments to attach various tools/brackets on our fire apparatus. For us the spring and rectangular wedge go into the channel and the bolt goes in from the front (through the tool/bracket/shelf)
 
Schwan's trucks use them on the shelving inside the freezer boxes. I've got a few here that I removed when I replaced shelves with ice cream slides.

All these things you've been showing over that past few days (by the way---good pictures) are items that, in general, a lot of us on this site probably also have more than a lifetime supply of. They're things that are way too well made and useful looking to throw away, yet so specific to one particular purpose that it's relatively unlikely that we'll ever come up with a use for more than a tiny fraction (possibly 0/1) of these things. So, chances are we'll die owning most of this stuff, and someone else will be left with the problem of what to do with it, and wonder what we were thinking.
